This is not a transfer, it is hand painted by quite famous Russian artist Basilii Zverev (1883-1942), see 2 last photos.

The image is of main personage from Gogol's most famous poem "Dead Souls" Chichikov painted and signed on the back of the plate by Zverev.
The poem was printed first time in 1842.
I guarantee the painting and plate are pre 1917.
